Background
The Isare project was carried out on the initiative of the Fédération Nationale des Observatoires Régionaux de Santé (FNORS) within the framework of the Health Monitoring Programme from European Commission.
The first phase, Isare I (1999-2001), made it possible to identify for each country, the most appropriate sub-national level ("health region") for the exchange of health indicators within the European Union and to assess the extent of data availability at those levels.

The second phase, Isare II (2002-2004), made it possible to test the feasibility of collecting regional data in each European country. A database demonstrator, built to illustrate the interest of this work is presented on this website.

The third phase, Isare III (2005-2007), made it possible to extend the Isare I and II project to the new countries of the European Union and to develop the database.

The ISARE project which has been initiated by the Fnors (French observatories) for the 10 past years has demonstrated the importance of health indicators at the regional level. Using the lessons from the ISARE projects, I2SARE aims to study inequalities in the regions of Europe.
To assist European, national, regional and local decision makers in developing their health policy, through a better understanding of the health status of the population and of health inequalities at regional and sub regional level, I2SARE is developing tools.
